Websocket Server Release Integration
- Integrates with the timing functionality added in Websocket Server release id-1.5.3-5-28-25
- Adds timing for the "last leg" of media transfer
- Provides a consolidated timing report of all legs to Rekor engineers for diagnostic purposes.
Outbound Webhook Flexibility

Added an option to configure the scope of vehicle-only reads pushed to webhooks, to include either:

(a) Only reads where the plate was determined to be missing/removed.

(b) Both reads of the type above plus those where the plate was present but unrecognizable.

Cloud tenants on police.openalpr.com and cloud.openalpr.com will default to (a) (existing behavior) but can be switched to (b), upon request.
