How does collaborate view work?

The collaboration viewer enables users across different agencies to see who is editing or working on an incident in real time. 

When a user is viewing or editing an incident, the system displays a visual indicator on the incident card or list, so that other users are aware that a user is in that card.

The visual indicator is also visible within the incident itself.
